Lastly, Victoria Wagoner and I will be hosting a webinar this month on 3/20 at 1 p.m. CST covering new product updates, reporting updates, FOIA request best practices.

Flock at a Glance (March Snapshot)
Flock Safety continues to move beyond single‑tool deployments toward a connected public safety operating system. Agencies are using Flock to:
- Combine LPR, video, audio, drones, and 911 data into one real‑time map
- Coordinate across jurisdictions instead of getting stuck at the city line
- Keep technology current via subscription, so you’re not running 10‑year‑old tools on today’s crime problems
The platform now supports thousands of communities and more than 5,000 public safety agencies, with the national network processing tens of billions of vehicle reads each month and tying them into alerts, analytics, and investigative workspaces.

Product & Platform Highlights
PRODUCT UPDATES
1. FlockOS 911 — Live Intel Before Officers Arrive
Flock911 (FlockOS 911) streams live 911 audio and real‑time transcripts into the same interface your teams already use for Flock alerts. Instead of relying only on short CAD notes, officers and RTCC staff can:
- Hear the caller’s tone and background sounds as the call unfolds
- Scrub live transcripts to pull out names, locations, and weapons details quickly
- Replay calls later for report writing, case work, and training
Because Flock911 lives inside the existing platform, there’s no new app to install and no extra login for patrol. Calls can also be filtered by location so officers only see events inside their beat or geofenced area.

2. Solving Cross‑Jurisdictional Crime in Real Time
Regional crime rarely respects city limits. Agencies are using Flock’s unified platform to manage multi‑jurisdiction incidents in one place:
- LPR to catch suspect vehicles as they cross into neighboring communities
- Fixed video and mobile security trailers to watch key corridors and parking areas
- Raven gunshot & audio detection for high‑risk events in seconds
- Drone as First Responder (DFR) for aerial context before units arrive
- FlockOS & Flock911 to bring calls, alerts, and evidence into a single live map
The result: neighboring agencies move from separate, parallel responses to a shared operational picture — especially powerful for vehicle theft rings, organized retail crime, and missing‑person cases.

3. Raven — Gunshot & Critical Audio Detection
Raven is Flock’s gunshot and critical audio detection layer, built to work alongside LPR and video in the same platform instead of as a separate system.
- Detects and classifies gunfire in seconds, with location and an audio clip
- Pairs immediately with nearby Falcon LPR cameras to surface vehicle leads at the perimeter
- Helps reduce false positives from fireworks and backfires through tuned AI and workflows
Real‑world examples:
- Albany PD (NY): Uncovered ~30% more gunfire than 911 calls alone, reshaping patrol staffing and hot‑spot analysis.
- Morgan Hill PD (CA): Resolved an aggravated assault with a firearm in under 90 minutes using Raven + Falcon LPR.

4. Drone as First Responder (DFR)
Flock DFR delivers a fully automated Drone as First Responder program that can reach a scene in an average of 86 seconds, arrive first on scene for most calls, and resolve many events without ever dispatching a patrol unit.
- Advanced aircraft & sensors — including plate reads up to 2,000 feet and thermal imaging
- Weather‑hardened docks and 3D radar to support high uptime and BVLOS operations
- Tight integration with FlockOS so analysts can see an LPR hit, dispatch a drone, and share video from one interface
- Public transparency dashboard with redacted flight logs and metrics

5. Mobile Security Trailers
Flock's mobile security trailers are purpose-built for agencies that need flexible, deployable coverage — whether it's a special event, a crime hot spot, or a coverage gap in your fixed camera network.
Common use cases:
- Event security (festivals, parades, large public gatherings)
- Emerging or shifting crime patterns where a permanent solution isn't yet clear
- Seasonal hot spots or temporary operations
Key advantages:
- Solar-powered and LTE-connected — no trenching or utility coordination
- Can be deployed as quickly as you can get the trailer on site
- Managed from the same Flock platform as your fixed cameras and LPR units

SOLVED STORIES
#SolvedStories: Recent Wins You Can Point To
Texas – Chambers County: Multi-Agency Manhunt Leads to Homicide Arrest
In February 2026, the Chambers County Sheriff's Office responded to a vehicle fire under the Trinity River Bridge on I-10 east of Houston. Inside the burned vehicle, deputies discovered human remains with injuries consistent with a gunshot wound. Working alongside Sabine County and Johnston County (OK) authorities, investigators traced the suspect across state lines. The collaboration between multiple agencies led to the arrest of the suspect, who was found hiding in a residence in Tishomingo, Oklahoma. A co-conspirator was also arrested in Sherman, Texas, providing key information that pinpointed the suspect's location.
This case highlights the power of cross-jurisdictional coordination and real-time information sharing — capabilities that Flock's unified platform is designed to support.

POLICY & GOVERNANCE
Policy, Case Law & Community Resources
1. ALPR Constitutionality
Flock has released new, public‑facing resources on ALPRs and the Fourth Amendment that you can share directly with city attorneys and oversight bodies:
- ALPR & Fourth Amendment White Paper:
Automated License Plate Readers and the Fourth Amendment - Virginia Court of Appeals Ruling: Reversed a lower‑court decision and held that accessing Flock LPR data does not require a warrant, aligning Virginia with other courts that have upheld ALPRs.

2. ICE & Data Sharing
One of the most common questions is how Flock handles data sharing with ICE or other federal agencies. Flock’s January 2026 blog gives a clear, public answer:
- Flock does not work with ICE or any DHS sub‑agency.
- Flock does not have a contract with ICE.
- Flock does not automatically share data with federal agencies; customers own and control their data.

VIDEO TRAINING
Platform Tips: Quick Video Walkthroughs
Your Flock CSM team recorded short walkthroughs on recent product updates. Pick the ones relevant to your agency:
Offense Type Updates
The Offense Type field on the Search page is now a pre-filled dropdown with 49 NIBRS-based options. This solves issues with unacceptable search reasons, enables confident filter enforcement, and improves your data analytics. Action item: Review the reasons list and delete any that don't apply to your agency.
Network Audit Improvements
Key changes: User Name, License Plate, Case Number, and Filters are now masked in audit logs. A Reason Field has been added, and you can now filter to only see results that generated exact plate matches. This cleans up unnecessary system-generated records and redacts sensitive information automatically.
How We Can Help Your Agency This Month
If any of this sparks ideas, here are a few simple ways I can support you and your team:
- Cross‑Jurisdiction Readiness Review (15 minutes):
Quick look at your current Flock footprint, which neighboring agencies are on the network, and where additional coverage or data‑sharing could help with regional crime. - Audio, DFR & FlockOS 911 Strategy Session (30–45 minutes):
For agencies exploring Raven, DFR, or Flock911, we can walk through practical workflows, case examples, and policy considerations so your leadership sees how each piece fits into the bigger picture. - Council / Leadership Prep:
Help packaging these stories, links, and LinkedIn posts into a concise 10‑slide deck tailored to your city or county’s current concerns.
If you’d like to explore any of these, just reply to this newsletter or reach out to me directly and we’ll set up time that works for your team.
Stay safe,
